THE ANNOUNCEMENT on the death of Mrs. Dang Thi Kim Lieng – Mother of blogger Ta Phong Tan being illegally detained.

And to: The governments, diplomatic missions, human rights organizations and progressive people worldwide.
We are deeply sad but we have to speak out about the tragic and mystery death of Mrs. Dang Thi Kim Lieng – 64 years, on 30 July, 2012 at Bac Lieu province – Vietnam. The funeral ceremony took place hastily on 02 Aug, 2012 completely under the control of the Vietnamese police force.
Dear Ladies and Gentlemen,
On the morning of 30 July, 2012, the relatives of Mrs. Lieng were informed: “Mrs. Lieng set herself on fire in front of the headquarter of the Bac Lieu people’s committee, she is in critical condition and is receiving emergency aid at Bac Lieu hospital”. The relatives went to hospital immediately but were not allowed seeing her. On the same afternoon, Mrs. Lieng was transported to Cho Ray Hospital – Saigon in an ambulance, but she passed away en route. Mr. Ta Hoa Phu and Ms. Ta Khoi Phung, her son and daughter respectively, accompanied with Mrs. Lieng’s body in the ambulance; while returning to Bac Lieu, they asked the driver to deliver Mrs. Lieng’s body straight to their home, but the police who were in the vehicle at the time refused. Ms. Phung urgently shouted at the driver: “My mother is dead, you must not drive to the hospital again”. Ms. Phung even had to dive herself to the driver, trying to turn the steering wheel and biting his hand.
However, she was not successful as the driver drove straight to the Bac Lieu Hospital. Ms. Phung and Mr. Phu were not allowed to be with the mother body, instead were locked up inside the ambulance. They finally took their mother body back home later in the evening after being forced to sign a written commitment that: “Mrs. Lieng naturally set herself on fire and the family will not raise any issue”. Mrs. Lieng’s entire body was bandaged up, except for her head and face, which were badly burnt. At Mrs. Lieng’s funeral, hundreds of police in civilian dress and also in uniform were there to constantly threaten and harass her family and visitors.
In recent years Mrs. Lieng has on many occasions lodged complaints about her family’s land, but the local authorities have not satisfactorily resolved lawfully.
By September 2011, her daughter, well known blogger Ta Phong Tan – with blog name “Justice and Truth”, was arrested in Saigon (Hochiminh city).
Along with the arrest of Ms. Tan, Vietnamese police repeatedly harassed Mrs. Lieng and her family in despicable and cruel manner. She had not seen Ms. Tan since Ms. Tan’s capture. “The case is under investigation” was the reason the police told her. To an elderly, simple, good-natured, kind-hearted and limitedly educated woman, such harassments bear insurmountable pressure that led her into dead-end, both mentally and physically. These incidents are the major causes leading to her tragic death.
When the news of her death was made known, Vietnam people all over the world were deeply touched. Many called, mailed, sent flowers or directly visited to her family with condolences. All the media agencies of the State of Vietnam meanwhile conceal this horrible event. The overseas Vietnamese news agencies and social networking sites such as Vietnam Sydney Radio, Radio Dap Loi Song Nui, Calitoday newspapers, Vietnam Redemtorist News, Dan Chim Viet, Nguoi Viet, Viet Bao, Doi Thoai, Dan Lam Bao, Saigon Broadcasting Television Network, and other international media such as BBC, VOA, RFA, RFI … have reported promptly.
Organizations such as Committee to Protect Journalists (CPJ), Reporters Without Borders (RSF), International Federation for Human Rights (FIDH), World Organization Against Torture (OMCT), Loretta Sanchez – US Congresswoman, etc. have expressed sorrow and grief on Mrs. Lieng’s tragic self-immolation. At the same time, they called upon the international communities to pay special attention to the upcoming trial of bloggers Ta Phong Tan, Nguyen Van Hai and Phan Thanh Hai.
A press release of the U.S. Embassy in Hanoi, dated 01 Aug, 2012 stated: “We call upon the Government of Vietnam to release all three immediately and, as President Obama said on World Press Freedom Day, “take the necessary steps to create a society where journalists can operate freely and without fear”.
Office of the UN High Commissioner for Human Rights (OHCHR) in Geneva – Switzerland also expressed in a press release on 3 Aug, 2012: “We are concerned by what appears to be increasingly limited space for freedom of expression in Viet Nam… The trial, which was scheduled for 7 August and was just postponed indefinitely, will reportedly be closed and witnesses will not be called, raising concerns that the process will not comply with fair trial guarantees…”
With the tragic death of Mrs. Dang Thi Kim Lieng, we, the undersigned, declare this Announcement to call upon everybody to become more concern about the situation of human rights violations which has worsened in Vietnam. We demand the Vietnam authorities to:
1. Investigate the cause of her death and provide an answer to all: is this clearly a self-immolation? If not clearly proven, the people have the right to doubt Mrs. Lieng’s death in different ways, such as the authorities set the stage as the self-immolation to mislead public opinion. The authorities must forcefully punish those who directed and harassed Mrs. Lieng. Crimes must be punished!
All actions to hide the truth and cover up crimes will be severely condemned and rejected by people.
2. Release immediately and unconditionally Ta Phong Tan, Nguyen Van Hai, Phan Thanh Hai and other prisoners of conscience being detained unlawfully.
3. Respect universal values of human rights and democracy which Vietnam has signed with international organizations, allowing the people of Vietnam to take control of their own destiny, to eliminate corrupt officials and stop China invaders!
