Vietnam Parliament Ratifies UN Convention against Torture

The parliament also ratified the Convention on the Rights of Persons with Disabilities said the communist nation will fully implement the convention. Vietnam has signed a number of UN’s conventions so far; however, the communist nation has implied them on its own way, especially those relating to human rights, saying the Vietnamese conditions are different from those in other countries.

Vietnam’s National Assembly on Nov 28 passed the UN Convention against Torture and Other Cruel, Inhumane or Degrading Treatment or Punishment during its month-long working session.
However, Vietnam will not directly apply the first convention as it contains some contents that are not regulated in the country’s legal system.
The implementation of the convention must be in line with the country’s newly-adopted Constitution as well as the bilateral and multi-lateral cooperation pacts signed with other countries.
Particularly, Vietnam does not consider Article 2, clause 8 of the Convention against Torture as a direct legal basis for extradition, saying that extradition is conducted in accordance with country’s law, the resolution said.
The country will build and adjust its legal system in accordance with the convention, the NA’s resolution added.
